SUMMARY:

This study aims to analyze the governance of the network of the Children and Adolescents Rights Guarantee System, focusing on access to justice at the municipal level, particularly in Brasília-DF. Employing a qualitative, exploratory, and descriptive approach, research methods adopted include documentary analysis, opinion gathering through semi-structured interviews with public servants working in the Rights Guarantee System, and collection of secondary data on service provision and rights violations. The research follows a bottom-up approach, concentrating on the experiences of frontline workers dealing directly with rights violations cases, aiming to understand the challenges faced in access to justice for children and adolescents. The methodology employed includes content and discourse analysis of interviews, using specialized software, in addition to documentary analysis of the workflow of the main social assistance equipment involved. Research findings will be analyzed to identify emerging themes and categories related to the challenges faced in access to justice. Furthermore, municipal social assistance network maps will be created to understand the relationships between equipment and their geographical distribution, complementing the qualitative analysis. This research seeks to contribute to a deeper understanding of the governance of the Children and Adolescents Rights Guarantee System network, providing valuable insights for the formulation of public policies and the improvement of access to justice in this area.
