MANAGEMENT PRACTICES IN PUBLIC HEALTH: EMPRESA BRASILEIRA DE SERVIÇOS HOSPITALARES

This research seeks to verify and analyze, based on the assumptions of "new public management" brought to the Brazilian public administration in the management reform of the 1990s, the insertion of the managerial model in public administration, more specifically in health, through the Empresa Brasileira de Serviços Hospitalares – EBSERH – created to manage federal hospitals linked to public universities. To guide the study, the reforms of the State in the republican period of Brazil, the characteristics of the managerial model and its insertion in the public administration by the movement of the "new public management" and, finally, the creation of the EBSERH in 2011 were contextualized. Unlike other forms of property change (privatization) or the management of public services (publicization), the case of EBSERH stands out for resulting in the creation of a public company to manage and set goals for another public institution with a bureaucratic body already established, in an environment where two major areas of the public sector intersect: health and education. The research results will be able to contribute to the understanding of the advance of the managerial ideology in the public administration and, still, to open gaps for future researches on the results of this advance for the workers of the public sector and for the society.
