SUMMARY:

The growing number of benefits brought by artificial intelligence (AI) applied to products and services around the world, has been accompanied by efforts by governments, researchers and organizations to mitigate the risks of inappropriate use of such technology. The challenge is boosted by the diversity of AI applications, associated with a limited knowledge of its reach and the impacts’ predictability on people lives, organizations and nations. The race for the regulation and global governance of AI has been very fierce in the field of discussions and still little materialized in legislation. The pace distance between technological production and legislation has been compensated by various forms of soft law dispersed in approach and still requiring a lot of integration and articulation for effective governance at national and global levels. While observing this challenging movement for all stakeholders, public organizations that provide or have projects of AI systems, are faced with the need to structure themselves to offer an AI meeting safety and ethical requirements. They have responsibility of providing reliable, ethical and safe public services for citizens who need them, without having the decision-making power in the way such services are constructed. The present research proposal intends to investigate, through case studies, how public organizations have incorporated the guidelines presented by the academy, by international standards and by legislation, to their governance and management model in the production of safe and secure AI systems. that comply with ethical principles. It is intended to contribute with a more precise knowledge of the impacts that AI has caused in the governance and management model of public organizations; identification of the difficulties faced in this implementation and how organizations are reacting to overcome them; to reduce the research gap on more concrete ways to transform philosophical guidelines and legal determinations into processes and practices that are better understood and feasible to apply; encourage public organizations to seek qualification and the necessary changes; prepare public institutions to mitigate risks of misuse of AI that compromise democracy and national sovereignty; and to provide more knowledge to the AI systems industry about requirements that public institutions will use in their AI systems procurement.
