SUMMARY:

The central theme of this paper is state capabilities and policy institutional arrangements. The concept of capacity has been used by different authors to explain the role of the state in development, relating it to different thematic perspectives, varied dimensions, and methodologies of analysis. This research aims to investigate how the institutional arrangements contributed (or not) to the production of capabilities presented by the Institutions of Higher Education (IES) in the implementation of the National Policy for the Development of People (PNDP). To this end, the research will be exploratory-descriptive, through a case study with the Institutions of Higher Education, which will be divided into four distinct phases. The first will be a bibliographical survey on the researched themes; the second will be a documentary research with the central body responsible for the PNDP, as well as with the IES that will participate in the research, to identify data related to the planning of PNDP actions and the final reports presented on the implementation of the policy; The third phase, through structured questionnaires, will survey aspects related to the development of the PNDP and the capabilities needed to implement the PNDP, as well as the challenges and potential identified along the way; and finally, other data will be collected through interviews with managers responsible for implementing the policy in the researched institutions. Data will be analyzed using frameworks previously developed based on the theorization of capabilities, as well as inferences based on the questionnaires that will map the profile of the researched institutions and the capabilities required to implement the PNDP. Finally, content analysis of the interviews will be carried out to capture how capabilities are used and employed in implementing this policy. Theoretically, this research seeks to contribute with conceptual aspects about institutional arrangements that contribute to the production of capabilities and understanding of how the dynamics of implementation can activate state capabilities in the researched universities. Considering possible practical and managerial implications, to help public agents to reflect on the best strategies to implement policies, in order to obtain the results intended by public agencies.
