SUMMARY:

The co-creation of value increasingly reaches space in the literature of Public Administration, placing the user as a central actor in the co-creation of public services. Trust is an essential element for the co-creation of value in ecosystems of public services, which have multiple actors with diverse interests. This study aims to analyze the contribution of the dimensions of trust, from the perspective of users of public services, for the co-creation of value and the prevention of value co-destruction, in the light of the Public Service Logic (PSL). The research will be exploratory-descriptive and will have a qualitative approach. It will be adopted as research strategy the case study of the agglomeration of multiple actors around a cooperative of photovoltaic energy production in Minas Gerais, State that most generates this source of energy in Brazil. The data collection will occur by means of documentary research and semi-structured interviews. The data analysis will occur through content analysis. It is expected to contribute to the literature by proposing four dimensions of trust (institutional, organizational, interpersonal and self-confidence) to explore the ecosystem of public services, empirically testing its structure in four levels (macro, meso, micro and submicro). Essentially, I aim to demonstrate how the lack of one dimension of trust can be supplied by another for the purposes of co-creation of value and prevention of value codestruction. The proposal of the thesis seeks to provide insights on strategic actions that can be developed by public and private managers to overcome the lack of trust of the user of public services in the government, in other actors or in themselves. It is expected, above all, that society can benefit from the strengthening of the role of citizens in the co-creation of value in public services and with the possible promotion of the production of photovoltaic energy through the increase of confidence in the interactions between multiple actors of the ecosystem of public services.
