SUMMARY:

 This work aims to present a new model for Brazilian rail freight system tariff revisions, based on Price-cap regulation theory of natural monopolies and efficiency and productivity assessment of the Brazilian railway sector. To this end, a three phase process is proposed. First, the efficiency of Brazilian rail concessionaires is estimated using non-parametric and semi-parametric frontier models, together with outlier analysis and return to scale testing. Using novel semi-parametric models, such as stochastic DEA, allows for the estimation of biases and confidence intervals, as well as adjusted efficiency scores. In the second phase, a set of regression models is applied to assess the impact of exogenous/environmental variables, not controllable by rail management in the short-term. Again, this allows for the adjustment of differentiated efficiency levels of the studied firms. In the last phase, the productivity index of Malmquist factors will be estimated. Together, these three stages will substantiate the estimation the IGP-X rate and the maximum price of the tariffs for each concessionaire
