SUMMARY:

This is a thesis project that proposes a study on the integration of sustainability and circularity in public procurement, thus focusing on achieving circular sustainable public procurement. Based on an integrative literature review using the Cronin et al. (2008), in four databases, it was found that the insertion of circularity in sustainable public purchases is already a trend. However, the studies are more focused on research in Europe, with no empirical data from Brazil. So, this project aims to analyze circular sustainable public procurement in the Brazilian scenario under the lens of institutional theory, that is, highlighting the path, barriers and implementations achieved within the perspective of public organizations. In order to achieve the proposed objective, documents and data from official federal government purchases and circular economy will be analyzed, such as data from the electronic address of the Purchase Panel, as well as resolutions, ordinances, and others, in order to assess the existence of circular requirements in sustainable purchases. in records, and in public bodies. Interviews will also be carried out with purchasing authorities responsible for making the decision to insert sustainability and circularity requirements in public procurement by their bodies, in order to identify the position of each body, as well as the barriers encountered, and successful actions. As a method of data analysis, and of the interviews, content analysis will be used. This study aims to contribute especially to the theoretical development of circular sustainable public procurement by increasing knowledge on the subject, particularly in Brazil; and for social development with proposals for the practical implementation of circular sustainable purchases by Brazilian public bodies.
