The process of institutional change in sociotechnical regimes: the logic of catalyzing and inhibiting forces in hostile environments.

The institutional change promoted in Public Administration through the legitimization of innovative practices is discussed. The neo-institutional theory is introduced with the purpose of outlining the phenomenon studied and, in addition, the socio-technical regime is used to provide theoretical breadth with the introduction of non-human elements in the analysis. Concepts and definitions of institutional logics and their complexity, conflicts and coexistence of power and legitimacy that interfere in innovative processes are brought up. It is argued that the insertion of new practices plays a significant role in legitimizing actions, but the implementation of changes is influenced by the opposite influence of actors who work to maintain the status quo. The aim is to investigate the functioning of logics in institutional change in environments of government control, so that, in gradual waves and based on the legitimization of innovative practices, they overcome the barriers of the niche microenvironment, promoting institutional change. It begins with a contextualization of the field, bringing the main theoretical, regulatory frameworks and governing standards on the topic.
